The Starweather HOA will keep this list of projects up to date so the community is informed on the current status of each project. If you have a question related to a project please use the contact form at the bottom of the website and we'll send a reply within a few days.

Backup Generator  | In-Process  | New Date: 12/10/25  | We have received confirmation the generator will be received in Illinois on 11/21/25. It will take 2 days to ship to Boise and will be immediately transferred on site. With the Thanksgiving holiday the last week in November we have updated the scheduled installation for the first week in December.  | 
Updated Governing Documents  | Complete  | 09/30/25  | The governing document votes were received, we ended with 28 "yes" votes and 2 "no" votes. This met the 51% requirement to adopt the new documents. The vote tally's are being sent to our attorney John Seiller for validation and to prepare the documents for final signature and filing with the county. Once the documents are filed they will be attached to the website.  | 
Ott's Water Line Excavation  | Complete  | 8/12/25  | Joe's excavated the road down to the Ott's water main connection point. The water main was located in the middle of the road and the Ott's connection was only 5'9" deep. Joe's trenched the line down further, insulated the line with pipe insulation and topped the pipe insulation with blue foam board.  | 
Road Chip & Seal  | Complete  | 9/30/25  | The tar/chip was laid, extra gravel was swept up. Over time the remaining gravel will be worked into road. In the spring we will uncover the speed bump anchors so they can be replaced.  | 
Highway Lot Fencing  | In-Process  | TBD  | Fencing along the two highway lots is in disrepair. We need to evaluate what to do with them. We have an incoming bid on repairing the fence and will get another one to fully replace. We share the costs with the community and gather input on next steps.  | 
Highway Lot Fire Risk  | Not Started  | TBD  | The two common area lots along the highway are not managed and get very dry around August. We need to evaluate their fire risk and determine what we can do to mitigate the risk.  | 
Capital Reserve Review  | Not Started  | TBD  | Once the generator & chip/seal project are complete we will evaluate what is in the capital reserves and communicate to the community the amount. We will need to determine if we feel the reserve is adequate or whether we should increase the amount.  | 
Community Street Signs  | Not Started  | TBD  | Community Street signs are old and need of repair. There was a previous project approved to replace the signs which never came to fruition. We will reopen this project for community review & discussion.  | 
Common Area Trails  | Not Started  | TBD  | Several common area trails have overgrown to the point they are no longer visible we need to re-establish these trails. *This project will be overseen by the Starweather Firewise Committee and used as a part of our work toward a community Firewise designation.  | 
Additional Water Line Excavations  | Not Started  | TBD  | There are a few other homes that run water all winter as they have experienced freezing lines in the past. The cost to the Ott's home on Mallard was around $7,000. We will need to reach out to the other properties on Starweather to determine who runs water during the winter months to evaluate if other homes need water line insulation.  | 
Updated Flood Map  | In-Process  | N/A  | The county is updating the Big Wood Flood zone map. This will give us a better indication of the "Actual" Riparian Zone in our neighborhood. Once this information is available we will share it with the community.  | 
Hiawatha Canal Flood Prevention  | In-Process  | N/A  | The group discussed plans to clear and modify the Hiawatha Canal to prevent flooding in Haley, with engineers proposing to place boulders at specific locations. Jon agreed to obtain an engineering report from Jim Kuhn, which will be shared with the board for review. The group expressed concerns about the potential impact on the local environment and the need for county approval, as previous uncoordinated efforts had caused issues in the past. *Jon Gilmour will provide the board the Hiawatha Canal engineering report from.  |
